"We are in Congo, but already, we are under the control of the M23 rebels. And now, it feels like we are in a dual nation. We are in Congo and at the same time in Rwanda," one Goma resident said. M23 rebels first moved through key strategic towns in North Kivu before their final assault on Goma. Outrage sparked in the DRC capital Kinshasa; protesters stormed the foreign embassies and the U.N. offices. "We know it's Rwanda that created the problems; now they are accompanied by France and America," shouted a demonstrator, "Things are getting hot in Kinshasa". The crisis overflowed as people started to loot the Kenyan embassy.

The fall of Goma to the rebels from M23 brings pressing questions of regional stability and international intervention.
