Putin Backs North Korea After Terrible Floods: A Sign of Global Friendship

On July 27, North Korea had a super-duper rainstorm that nobody's ever seen before. It was so bad that it flooded a bunch of places in the north, like houses and farms, and it's a big mess.

Putin sent a message through something called a telegram, which is like a really old-school text message, and said he feels really bad for the people who lost their families and promised that Russia is there to help them out.
